During this timeframe, authorities report that the suspected killer of Rachel Morin—a 23-year-old named Victor Antonio Martinez-Hernandez, wanted by Interpol for murder in El Salvador—illegally entered the U.S. despite repeated prior denials. Following his entry in early 2023, Martinez-Hernandez allegedly raped a woman and her 9-year-old daughter in California before ultimately traveling to Maryland, where Morin was found murdered on a jogging trail.
